National Minimum Wage Commission Report 2023

The National Minimum Wage Commission Report 2023 has been published in the Government Gazette. It contains recommendations regarding an increase to the national minimum wage.

The majority of Commissioners (8 out of 11) have recommended an increase of CPI +3%. The other 3 Commissioners have recommended an increase which is not more than CPI. The independent expert’s recommendation is for an increase of CPI +0.75%.

The report also sets out various factors that should inform the adjustment level such as inflation, the ability of employers to successfully carry on their businesses, and the impact on employment and employment creation. It also makes reference to the aims of the National Minimum Wage Act including poverty alleviation and the reduction of wage differentials, and the ILO’s suggestions.

The period for public comment is now open. Comments must be made by 8 January 2024. They must be sent to nmwreview@labour.gov.za or by post.
